No, vegetable oil doesn't come from vegetables but from oilseed crops, such as sunflower or rapeseed. They use the word 'vegetable' (as in 'animal or vegetable'?) to distinguish from animal fats which used to be used for cooking (lard, butter). Pure sunflower oil is usually sold as 'sunflower oil', so if it is labelled just as 'vegetable oil' then that probably means it is rapeseed oil, which is not so well known but is actually a good oil.
